Kstars 2.9.8 can't be opened with OSX 10.13.6

I get this message although I have allowed apps from anywhere to be downloaded.
Any ideas?

Did you go to System Preferences - "Security and Privacy" and "enable Kstars to be opened anyway"?

I'm not sure what my preferences are, but I do need to do this extra step.

Yes I get that message also every time I update KStars. Apple requests developers to register themselves so they can be marked as "safe" developers. Just follow the steps mentioned by jerry and you should be good.

Thx for the info but I do not have this problem on my Macbook with OSX 10.11.6 on which I installed Kstars 2.9.8 without any problems.
I have exactly the same security and privacy settings on my iMac running 10.13.6
I included a screencapture of my settings in my original post.
I just recently upgraded to High Sierra (OSX 10.13.6). I never had any problems installing Kstars with OSX 10.11.6
I am not sure where to find this "enable kstars to be opened anyway" option.
The only options I get are " Allow apps downloaded from:
-Mac App store
-Mac App store and identified developers
-Anywhere

Hello there,
Try this, after you download the package, open it and move to it Application or some other folder, right click open. This will allow the package to extract and you will be given a choice to OPEN or CANCEL. This bypasses opening security preference pane. High Sierra uses SIP.

Please read the QuickStart.pdf file distributed with the DMG. It has important information in it. relicsraage is correct about the solution to your problem but if you read this very short pdf, it will tell you to do this and other things that are important to get you all setup.

Just for the record this is what the "Open Anyway" choice looks like, when it is available (High Sierra 10.13.6)
