Installed kstars for windows but get Jasper not found error was created by Micheal Fields

Not sure what I am doing wrong. I've had this working fine in the past. Wanted to give kstars/ekos another go on my linux box and control it remotely with my windows machine. windows 10 Pro 64. Downloaded kstars (lastest build) and installed fine. When I launch it I get an error that says jasper.dll not found.

What went wrong?
