As this is a new install, not yet a production machine, I just started over and did a clean install of Ubuntu 22.04.
After performing all Ubuntu updates, Kstars installed fine. Phht, go figure.

However that didn't fix the issue. I'm still getting the same unmet dependencies / broken packages message.
I must be a little thick today as I still cannot get this to install on 22.04.
I am using these steps:
sudo add-apt-repository ppa:mutlaqja/ppa
sudo apt update
sudo apt install indi-full kstars-bleeding
That gives the warning of unmet packages.....Unable to correct problems, you have held broken packages.
What am I missing?
What you seek is indeed found in the guiding module. Go to the guide module, click options, now select the guide tab. You should find a dither control section. Here you tick the "Non-Guide Dither Pulse box. You will have to enter an amount of dither in milliseconds and you may want to adjust s settle time appropriate for your setup. You can also select the frequency of the dither action. Hope that helps.
